Introduction

Surveys of air passengers at Paris-Charles-de-Gaulle Airport between 1996 and 2001 revealed an expectation of an airport-city link offering a range of services, which only a dedicated transport service could offer.

In response, Réseau Ferré de France, SNCF and Paris Airports established an Economic Interest Group in 2000, to propose a public service solution that would be capable of meeting the demand.

Due to the numerous participants and the general complexity of the project, Law 2006-10 of 5th January 2006 on the safety and development of transport entrusts the steering of the project to the State. Within the ministry of Transport, Infrastructure, Tourism and Sea, the Directorate of Rail and Public Transport (“DTFC”) ensures this steering in close collaboration with the Île-de-France Regional Directorate of the ministry (“DREIF”), and with the support of the French Rail Infrastructure Network Manager, the “Reseau Ferré de France (RFF)”. SNCF and the Paris Airports Operator, “Aéroports de Paris (ADP)”, are also key partners due to their expertise and their important role in this project.
